The Constitutional Court of Albania serves as the highest authority for the interpretation of the Constitution and the review of the constitutionality of laws and other normative acts, fulfilling its role as the “Guardian of the Constitution” by ensuring that state institutions act within constitutional boundaries. Following the 2016 constitutional amendments, the Court’s mandate was further enhanced to strengthen the protection of fundamental human rights. Through the individual constitutional complaint, individuals are empowered to challenge any act of public authority or judicial decision that may be inconsistent with their constitutional rights. The Court is composed of nine judges – three appointed by the President, three by the Assembly, and three by the High Court. Judges serve a single nine-year term without reappointment and assume office upon taking the oath before the President.
